NSHARRIS CONSULTING

Government legal offices continue to face workload increase coupled with insufficient staff capacity and growing demands for greater transparency. For local government legal offices, this is added to carried responsibilities that must endure elections, leadership transitions, and public scrutiny.

Legal operations recognizes that technology does not modernize local government legal offices on its own.

Modernization works best when guided by governance considerations. When leadership intent is established and decision authority is clear, modernization execution more seamlessly occurs and becomes more sustainable over time.

HOW WE ENGAGE

We work with local public-sector legal office leaders who are navigating institutional complexity, often after modernization efforts have already been attempted.

Our work does not begin with tools, recommendations, or implementation. It begins with leadership clarity.

PHASE 1: LEADERSHIP FRAMING

We facilitate structured conversations with senior legal and administrative leadership to clarify responsibility for governance, continuity, and execution.

This phase focuses on making implicit assumptions visible and aligning leadership intent – without prescribing solutions.

PHASE 2: INSTITUTIONAL REFLECTION

When request, we support leaders in examining how decisions, workflows, and accountability are carried across the institution. This work is reflective, not evaluative, and is designed to identify where continuity depends on individuals rather than structure.

Phase 3: IMPLEMENTATION SUPPORT

Only after leadership intent is clear do we support implementation efforts. In these engagements, leadership retains ownership of decisions. Our role is to support execution consistent with that intent – not to substitute judgement, lead tools selection, or drive change independently.

Note every engagement moves through all phases. We proceed only when the work supports leadership responsibility and institutional durability.
